This report was a high-level assessment of policing in Ireland and done with the agreement of the Minister for Justice, Equality and Law Reform. It is not meant as a critical, retrospective view of Irish policing but an attempt to prioritise certain operational and administrative issues.
It looked at strategic planning and the vision the Garda Síochána have for the future. The overall organisational structure and factors affecting garda visibility were also reviewed. It further examined civilianisation, training, performance management, Information technology and facilities within the organisation. The report contains thirty-eighth recommendations for change.
