Following a number of reports into irregularities relating to fixed charge penalties, the Minister for Justice and Equality requested the Inspectorate to review the effectiveness and efficiency of the Fixed Charge Processing System (FCPS) as operated by the Garda Síochána. The resultant report is a detailed examination of the FCPS including the practice of cancellation of fixed charge notices (FCNs).
The Inspectorate found inconsistent and widespread breaches of policy and recommends a holistic approach to overhaul the entire system. The report includes thirty-seven recommendations to bring the FCPS into the 21st Century.
