The Minister for Justice, Equality and Law Reform requested the Inspectorate to assess reforms implemented by the Garda Síochána since Judge Barr’s report into the circumstances surrounding the fatal shooting of John Carthy at Abbeylara, County Longford on 20 April, 2000.
The request specifically included examining practices relating to police operations at barricade incidents where the person is suffering from mental illness. This report is a comprehensive examination of all aspects of a barricade incident and compares the current garda practices with those of international best practice. The report contains eighty-four recommendations.
